The Weekly Standard has an interesting piece, In the Driver's Seat, on the bureaucratic maneuvering of Sec. of State Rice. The focus of the article is mainly on North Korean policy and it posits that Rice and Assistant Sec. Hill circumvented interagency protocol to conduct bilateral negotiations. Of additional interest is a description of Rice's role in the strategy debates immediately after 9/11 -- stating that Rice acted as a referee between State and DoD. The article takes a hard-line stance that America should not be negotiating with nefarious regimes like North Korea and criticizes Rice in that vein.
